Renters’ Rights Bill - Further Amendments

The Bill entered the second session of Report Stage where further amendments were proposed; the final session will take place on the 15th July 2025 swiftly followed by the 3rd Reading. It is likely that Royal Assent will be granted in the Autumn when Parliament reconvenes.

Further Amendments

There are amendments proposed by the Lords that may give landlords some reassurance that once the Renters’ Rights Act comes into force, things may not be as bad as they once thought.

Pets - As well as proposing that Pet Insurance be replaced by a 3 week Pet Deposit, a further amendment sets out examples of when it is unreasonable for a superior landlord to refuse consent, providing clearer guidance and limiting arbitrary or prejudiced refusals.

Ground 1A - The Lords have voted 213 votes to 209 to shorten the re-let restriction after Ground 1A (For Sale) from 12 to 6 months.

Ground 4A - An amendment was supported to expand Ground 4A, giving landlords the right to regain possession to prepare for new incoming students.

The Protection from Eviction Act 1977 - This will enable the landlord and tenant to agree that notice to quit can be withdrawn.

Advice for Letting Agents - a new measure enabling Primary Authority under the Tenant Fees Act.

The Introduction of a New Ground - A new ground for possession that would allow the landlord to seek possession of a property where it is needed to house a carer for the landlord.

Guarantors - A new clause in the Bill would restrict the circumstances in which a landlord can request a guarantor.
