Chunking Down the Renters’ Rights Act 2025
The significance of change being introduced under the Renters’ Rights Act is one of the biggest legislative shifts for landlords and letting agents.
There is a huge volume of change: new tenancy structures, the removal of Section 21, increased reliance on Section 8 and Section 13, updated forms, and new procedures. Attempting to absorb all of this at once is neither practical nor effective. This is where the concept of chunking becomes invaluable.
What is Chunking?
Chunking is a simple but highly effective approach to managing complex information. It involves breaking down large, complicated subjects into smaller, more manageable sections.
Rather than trying to understand the Renters’ Rights Act as one large reform, it is far more productive to divide it into key areas and work through them systematically.
Traditional processes have been familiar and consistent for 30 years, so the move away from ASTs and Section 21 represents a fundamental shift in how tenancies are managed, and trying to adapt to all of these changes in one go can lead to:-
▪️ Confusion around processes
▪️ Increased risk of non-compliance
▪️ Operational inefficiencies
Chunking allows professionals to focus, understand, and implement change in a controlled and confident way.
A practical way to approach this is to break the reforms into clear operational “chunks”. For example:-
1. Focus on understanding the move to assured periodic tenancies
What replaces fixed terms and how do existing tenancies transition?
2. The Section 8 (Form 3A) - Become familiar with updated grounds for possession, evidence requirements, notice periods and timing/restrictions on service.
3. The Rent Review Process - concentrate on the shift from renewals to rent reviews with timing linked to anniversary dates, and the Statutory requirements for serving notice.
4. Paperwork and Documentation - When and how they are used
5. Day-to-Day Operational Impact - Workflow changes, communication strategies, internal training and systems including prop tech.
Chunking is not just about simplifying information, it is about building confidence. By focusing on one area at a time, letting agents & landlords can develop a real understanding of the Renters' Rights Act 2025 rather than surface-level knowledge, therefore:-
▪️ Training becomes more targeted and effective
▪️ Processes can be tested and refined
This approach also makes it easier to identify gaps in systems, processes and knowledge, ask the right questions, and seek advice where needed.
The Renters' Rights Act represents a significant change in law which will translate into a shift in mindset.
Letting agents and landlords will need to move from :-
Reactive processes → to structured, evidence-based decision making
Informal practices → to clearly documented, compliant procedures
Chunking supports this transition by introducing structure to what might otherwise feel like a period of uncertainty.
